India–Brazil Telecom MoU: From the Ganges to the Amazon, a Digital Bridge Takes Shape

India enters this relationship with considerable experience in population-scale digital systems, mobile connectivity and indigenous telecom development. Its Digital Public Infrastructure model has attracted international attention because it attempts to combine scale, interoperability and public-service delivery.



The most consequential infrastructure connecting India and Brazil may never be seen by the people who use it. It lies beneath oceans, runs through fibre, circles the earth on satellites and moves invisibly through wireless networks. The new India–Brazil telecom agreement is ultimately about who gets to shape the digital architecture on which modern economies will largely depend.


That ambition came into sharper focus in Pune on Friday, where India and Brazil signed a Memorandum of Understanding (MoU) on Telecommunications and Information and Communication Technologies on the sidelines of the 12th BRICS Communications Ministers Meeting. Union Communications Minister Jyotiraditya M. Scindia and Brazil’s Communications Minister Frederico de Siqueira Filho signed the agreement, creating a framework for cooperation that stretches from universal connectivity and cybersecurity to 6G, satellites and Digital Public Infrastructure. The technological implications of this event could last decades.


The Invisible Infrastructure Is Becoming Strategic


India and Brazil have signed agreements before, but this one stands apart because it reaches into the machinery beneath the digital economy. There are cables beneath oceans, satellites above continents and signals crossing borders every second. The question is who builds that unseen world, who secures it and who gets a voice in deciding its rules.


The MoU covers telecommunications policy and regulation alongside Artificial Intelligence, 5G and 6G, Open RAN, the Internet of Things, Direct-to-Device connectivity, Low Earth Orbit satellites and Non-Terrestrial Networks. It also reaches into optical fibre, submarine cables, spectrum and satellite-orbit management, private networks, consumer protection and cybersecurity.


That breadth is important because digital sovereignty is no longer simply about producing a smartphone or installing another mobile tower. It involves the standards that networks follow, the infrastructure through which data moves and the systems that determine how securely citizens, businesses and governments remain connected.


For emerging economies, dependence can therefore take a subtler form. A country may possess millions of connected citizens and still remain dependent on technologies whose architecture it did not design. India and Brazil have little reason to accept that position indefinitely.


Two Vast Countries, One Familiar Connectivity Problem


The geography of India and Brazil makes their digital partnership particularly interesting. From the Amazon to India's hinterland, the connectivity problem is stubbornly physical before it ever becomes digital. A fibre cable must cross difficult terrain. A network must reach communities that may be commercially expensive to serve. Satellites must bridge spaces where conventional infrastructure struggles.


Brazil is already investing about USD 500 million to lay roughly 40,000 kilometres of fibre in the Amazon. India, meanwhile, has been pursuing one of the world's largest rural optical-fibre expansion programmes through BharatNet. The parallel is striking because both countries are attempting to solve a problem that technology alone cannot erase. The question still remains: how do you connect enormous territories without allowing geography to become a permanent form of digital exclusion?


The scale of India's transformation offers another indication of what is at stake. The country has installed more than 5.18 lakh 5G base stations, with 5G services available across 776 of 777 districts. Around 38 crore wireless data subscribers are already using 5G.


Brazil crossed another important threshold in 2025, when 168.7 million people, or 90.5% of its population aged 10 and above, were using the internet. These figures turn connectivity from a technical issue into a question of national capability. A billion connected citizens can become an extraordinary economic asset. A billion exposed citizens can become an extraordinary national vulnerability.


6G Is About Much More Than Speed


The language of 5G and 6G can sound like the usual race for faster internet. That interpretation misses the larger transformation because these next-generation networks will support industrial automation, smart infrastructure, connected vehicles, advanced manufacturing and remote services. Communications infrastructure is becoming part of the productive economy itself.


That makes the inclusion of Open RAN especially significant. Open and interoperable network architectures could reduce dependence on closed technology ecosystems while creating opportunities for domestic companies and new entrants. For countries seeking greater technological autonomy, the architecture of the network can matter almost as much as the network's reach.


The same logic applies to Direct-to-Device connectivity, Low Earth Orbit satellites and Non-Terrestrial Networks. The future network is unlikely to be purely terrestrial. Fibre, mobile infrastructure and space-based systems will work together, creating communications networks capable of reaching places where conventional infrastructure remains difficult or expensive.


For India and Brazil, that convergence offers practical possibilities. Disaster resilience, remote connectivity and rural access all become easier to imagine when the digital network is no longer tied entirely to the physical limitations of a terrestrial tower.


The physical layer still matters enormously, however. Optical fibre and submarine cables may be invisible to ordinary users, but they are among the foundations of the modern digital economy. Digital sovereignty ultimately has a very physical backbone.


The Bigger Question Is Who Writes the Rules

Brazil brings its own digital ecosystem and experience in delivering services across a geographically vast country. The opportunity is therefore not for one country to simply export a model to the other. The more interesting possibility is mutual adaptation. Two large emerging economies can compare what worked, identify what failed and develop approaches better suited to societies where scale itself creates technological challenges.


The stakes become even larger when Digital Public Infrastructure, Artificial Intelligence, quantum technologies and cybersecurity enter the conversation. Earlier bilateral discussions had already identified these areas for cooperation. The new telecom MoU gives that broader political understanding a more practical technological foundation, but there is also a deeper geopolitical implication.


The future of digital governance will be shaped not only by established technology powers but by countries large enough to become markets, producers, regulators and standard-setters in their own right. India and Brazil possess precisely that combination of scale and tactical weight.


Two great democracies of the Global South are beginning to discover that their vastness is not merely a problem to be connected; instead, it can also become a market in which new digital solutions are born.


A BRICS Moment With Bilateral Consequences


The timing of the agreement adds another layer to its significance. India is hosting the BRICS ICT Track in Pune during its 2026 BRICS Chairship under the theme “Innovate, Cooperate and Transform (ICT) for a Resilient Future.” The programme has brought together ministers, officials, technology experts, industry participants, startups and research institutions to discuss affordable connectivity, digital skills, Artificial Intelligence, next-generation communications, Digital Public Infrastructure and cybersecurity.


Within that setting, the India–Brazil agreement becomes more than a bilateral document. It sits inside a broader conversation about whether emerging economies can have greater influence over the technologies and institutions shaping the global digital order.


That question is becoming harder to avoid as advanced communications, AI, satellite systems and digital public platforms intersect with economic security.


A country that controls neither its data infrastructure nor the architecture through which its networks operate may discover that technological dependence can quietly become strategic dependence. The Pune agreement suggests that India and Brazil understand this shift.


The Real Test Begins After the Signing



MoUs are eventually judged by what happens after the cameras leave the conference room. The agreement creates political permission and institutional space. Its real value will depend on working groups, research partnerships, pilot projects, standards cooperation and participation from universities, startups and technology companies.


The two sides have already begun discussing areas such as 5G applications, 6G collaboration, quantum communications and cybersecurity. The new framework can now turn those conversations into a more durable pipeline of cooperation.


India's own digital transformation offers a useful reminder of what sustained execution can accomplish. UPI transactions climbed from just 92 crore in FY2017–18 to 18,587 crore in FY2024–25, roughly a 200-fold rise in seven years. The lesson is not simply about one platform. It is about what happens when digital infrastructure moves from policy ambition into mass adoption.


The strongest outcome would not be another declaration celebrating cooperation. It would be technologies that actually travel between the two economies, research teams that work together, standards that reflect their interests and digital systems that solve problems at population scale.


The invisible infrastructure of the future is already being built. India and Brazil now have an opportunity not merely to connect to that future, but to help design it. The cables will lie beneath the oceans, satellites will orbit far above, and the signals will move invisibly across borders. Yet behind every connection lies a question of power: who builds the network, who secures it, and, most importantly, who gets to shape what comes next? Pune has given India and Brazil a framework to begin answering those questions together. The harder task now is to ensure that the answer does not remain trapped inside an MoU.
