The 17th BRICS Summit, held on July 6, 2025, in Rio de Janeiro, Brazil, brought together the leaders of the BRICS nations — Brazil, Russia, India, China, and South Africa — along with newly inducted members like Egypt, Ethiopia, Iran, the United Arab Emirates, and now, Indonesia as the tenth member. Under the overarching theme “Inclusive and Sustainable Global South”, Indian Prime Minister Narendra Modi played a central role in articulating India's vision for global governance reform, sustainable development, AI ethics, and counter-terrorism.
India’s Participation and Key Themes
1. Strong Call for Reform of Global Governance Institutions
In his opening remarks during the leaders’ session on "Reform of Multilateralism, Peace and Security", Prime Minister Modi firmly emphasized the need for urgent and comprehensive reforms of major global governance institutions. He highlighted how bodies such as the United Nations Security Council (UNSC), International Monetary Fund (IMF), World Bank, and World Trade Organization (WTO) need to evolve to reflect the new global realities.
“The voice of the Global South must not just be heard but shape decision-making processes in global institutions,” Modi stated.
He particularly stressed that developing countries must have greater representation and influence in shaping the world’s political and economic order, especially in addressing climate change, debt vulnerabilities, and equitable access to technologies.
2. Zero Tolerance Approach to Terrorism
In a strong and emotionally charged statement, PM Modi condemned terrorism in all its forms and referenced the Pahalgam terror attack in April 2025, describing it as a "cowardly act against humanity." He underscored that terrorism is a global issue, and nations must rise above geopolitics to collectively combat it.
“There should be no ifs and buts, and no double standards when it comes to fighting terrorism,” Modi insisted.
He urged BRICS nations to work towards a comprehensive international convention on terrorism, and reaffirmed India’s resolve to stand firm against the menace, calling for a global consensus on counterterrorism financing and sanctuaries.
3. Commitment to Peace and Diplomacy
With ongoing conflicts in West Asia, Ukraine, and parts of Africa, Modi reiterated India's position that long-term peace can only be achieved through dialogue, diplomacy, and mutual respect.
He stated that India stands ready to contribute meaningfully to peace processes, aligning with its long-standing foreign policy principles of non-alignment and peaceful resolution of disputes.
Focus on Economic Cooperation and AI Governance
During the second session titled “Strengthening Multilateralism: Economic-Financial Affairs and Artificial Intelligence”, PM Modi presented four key proposals to shape BRICS’ cooperation in the next decade:
1. Revitalizing the New Development Bank (NDB)
Modi urged the New Development Bank (NDB), also known as the BRICS Bank, to prioritize demand-driven, sustainable development projects in developing nations. He emphasized the importance of infrastructure, green energy, and healthcare as primary focus areas.
2. Establishing a Science & Research Repository
India proposed a BRICS Science and Research Repository — a digital platform to promote collaboration in emerging technologies, sustainable agriculture, climate science, and healthcare innovations. This initiative is aimed at empowering the Global South with access to cutting-edge knowledge and innovation.
3. Securing Critical Minerals Supply Chains
PM Modi emphasized the strategic importance of critical minerals like lithium, cobalt, and rare earths, which are essential for electric vehicles, semiconductors, and clean energy technologies. He suggested BRICS nations coordinate efforts to ensure resilience and security in supply chains for these crucial materials.
4. Promoting Responsible Artificial Intelligence
Modi called for a balanced framework for the governance of AI, one that promotes innovation while addressing concerns related to data privacy, job displacement, and misinformation. He proposed forming a BRICS Working Group on AI Ethics and Regulation to develop shared standards.
Historic Expansion of BRICS: Welcome Indonesia
One of the most significant moments at the summit was the formal induction of Indonesia as the 10th full member of BRICS. PM Modi warmly welcomed President Prabowo Subianto, marking a new chapter in BRICS expansion.
“India congratulates Indonesia on joining the BRICS family. We are proud to have such a strong regional partner on board,” said Modi.
Earlier, BRICS had already expanded to include Egypt, Ethiopia, Iran, and the UAE, turning the five-nation bloc into a broader BRICS+ format. This expansion represents an increased emphasis on multipolarity, aiming to create a more balanced and representative world order.
India’s Vision for the Future of BRICS
India to Chair BRICS in 2026
Prime Minister Modi confirmed that India would take over the BRICS Chairmanship in 2026, marking a crucial opportunity for New Delhi to steer the organization toward inclusive growth, digital transformation, and global peace.
India is expected to host the 18th BRICS Summit in New Delhi or another prominent Indian city, continuing its tradition of global leadership, innovation, and diplomacy.
Strengthening India-Brazil Bilateral Ties
The summit also marked a milestone in India-Brazil relations. This was PM Modi’s first bilateral visit to Brazil in nearly 60 years, signifying deeper engagement across sectors such as:
Defense and Security
Space and Satellite Technology
Green Energy
Agribusiness and Food Security
Trade and Investment in Emerging Technologies
Why This Summit Matters

Conclusion
The 17th BRICS Summit in Rio de Janeiro was more than just a diplomatic gathering. From bold proposals on AI and mineral security to passionate advocacy for peace and justice, Modi's presence set the tone for a new era of South-South cooperation.
