Following the arrival ceremony in Tel Aviv, the two Prime Ministers held a brief one-on-one meeting before Prime Minister Modi proceeded to his hotel, where he was greeted by enthusiastic members of the Indian community and representatives of the Jewish Indian diaspora. Cultural performances by Indian and Israeli artists symbolised the enduring friendship between the two peoples, serving as an emotional reminder that the relationship extends far beyond governments and agreements.

A central highlight of the visit was Prime Minister Modi’s address to a Special Plenary of the Knesset in Jerusalem, making him the first Indian Prime Minister to address the Israeli Parliament. Upon arrival, he was received with full ceremonial honours by the Speaker of the Knesset, Amir Ohana. Prime Minister Netanyahu and Leader of the Opposition Yair Lapid addressed the House prior to his speech, expressing bipartisan support for strengthening India-Israel ties.


In his address, Prime Minister Modi described his presence as both a personal honour and a civilisational moment, where an elected leader of one ancient democracy speaks before another. He conveyed greetings from 1.4 billion Indians and underscored the profound historical and cultural connections between the two societies.


He recalled his 2017 visit as the first Indian Prime Minister to travel to Israel and noted that the partnership had since expanded across strategic sectors, including defence, security, agriculture, water management, science, and technology. He emphasised the two-way movement of people over centuries, highlighting the vibrant Indian-origin Jewish community in Israel and the historic Jewish communities of India, which lived without persecution and contributed richly to Indian society.


Shared Resolve Against Terrorism and Support for Peace


Prime Minister Modi conveyed India’s heartfelt condolences for the victims of the October 7 terrorist attacks carried out by Hamas. Reaffirming India’s unwavering policy of zero tolerance toward terrorism, shaped by its own painful experiences such as the 26/11 Mumbai attacks, he stated unequivocally that no cause can justify the murder of civilians.



At the same time, he reiterated India’s support for efforts aimed at durable peace and regional stability. Referring to the Gaza Peace Initiative endorsed by the United Nations Security Council, he expressed hope that it would open a pathway toward a just and lasting peace, including through addressing the Palestinian issue. During his visit to Jerusalem, Prime Minister Modi, accompanied by Prime Minister Netanyahu, visited Yad Vashem, the World Holocaust Remembrance Centre. Participating in a solemn ceremony at the Hall of Remembrance, he paid homage to the victims of the Holocaust. The poignant recital of “El Maleh Rahamim” underscored the gravity of the moment.


He also visited the Book of Names Hall, reflecting on the individual lives lost in one of history’s darkest chapters. The visit symbolized the deep emotional bond between India and Israel and their shared commitment to human dignity and remembrance.

Prime Minister Modi also called on Israeli President Isaac Herzog in Jerusalem. Recalling previous interactions in 2017 and in Dubai in 2023, the two leaders welcomed the decision to elevate bilateral relations to a “Special Strategic Partnership for Peace, Innovation and Prosperity.”


They reviewed cooperation across trade, defence, innovation, and counter-terrorism, and discussed regional developments. Prime Minister Modi reiterated India’s support for the Gaza Peace Plan and expressed hope for sustained progress toward stability in West Asia.


In a symbolic gesture reflecting shared environmental values, Prime Minister Modi, President Herzog, and the First Lady planted a tree under India’s “Ek Ped Maa Ke Naam” (One Tree for Mother) initiative in the President’s garden.


Comprehensive Talks and Elevation to a Special Strategic Partnership

Economic cooperation featured prominently in discussions. The leaders welcomed the conclusion of the Bilateral Investment Treaty and called for the early finalisation of an ambitious Free Trade Agreement to unlock untapped trade potential. Initiatives such as the India-Israel Innovation Bridge, the India-Israel Industrial R&D and Innovation Fund, and the India-Israel Innovation Centre for Agriculture were identified as catalysts for deeper entrepreneurial and scientific engagement.


Mobility partnerships were also expanded, reinforcing people-to-people ties and providing new avenues for skilled professionals and workers.

A defining feature of the visit was the joint walk-through of a high-level innovation exhibition showcasing Israeli breakthroughs across sectors, including Agri-tech, Water-tech, Climate-tech, Health-biotech, Smart Mobility, Artificial Intelligence, Cybersecurity, Quantum technologies, Energy, and Space.


Prime Minister Modi interacted with scientists, entrepreneurs, and CEOs from leading Israeli companies and research institutions. Demonstrations included quantum computing solutions from Quantum Machines and Classiq; AI-driven medical diagnostics from AISAP; advanced driver-assistance technologies from Mobileye; cybersecurity innovations from Check Point Software Technologies; atmospheric water generation by WaterGen; gravity-powered irrigation systems by N-Drip; and cutting-edge satellite systems from Israel Aerospace Industries.


The Prime Minister noted that these technologies align closely with India’s development priorities in agriculture, healthcare, digital infrastructure, and sustainability. He invited Israeli companies to expand investments in India, manufacture locally, and collaborate with Indian start-ups and research institutions.


Agriculture, Water, and Grassroots Transformation


Agricultural cooperation remains one of the most successful pillars of the partnership. Israeli expertise in precision irrigation and water management has already transformed farming practices in India. Together, the two countries have established 43 Centres of Excellence across India, benefiting over half a million farmers. Both sides expressed the ambition to expand these to 100 centres, amplifying impact nationwide.


The India-Israel Innovation Centre for Agriculture will further institutionalise collaboration, promoting climate-resilient farming, efficient water use, and value-chain modernisation.


A Partnership Rooted in Civilisational Values


Throughout the visit, Prime Minister Modi emphasised that the India-Israel relationship rests not only on strategic calculations but also on shared civilisational philosophies. He drew parallels between India’s concept of Vasudhaiva Kutumbakam—“the world is one family”—and the Jewish principle of Tikkun Olam, or “healing the world.” Both traditions, he noted, call for moral courage, compassion, and responsibility beyond borders.


He also highlighted growing cultural exchanges, including the popularity of yoga and Ayurveda in Israel and the enthusiasm of young Israelis travelling to India. Parliamentary engagement will be strengthened through India’s newly formed Parliamentary Friendship Group for Israel.

As India emerges as one of the world’s fastest-growing major economies and Israel continues to lead as a global innovation hub, both leaders expressed confidence that their partnership can serve as a force for regional stability and global prosperity.
