India’s Energy Diplomacy: The New Geopolitics of Keeping the Lights On

For a country adding millions of consumers, industries and digital demands to its economy, an unreliable electricity supply is not an inconvenience. It is a constraint on ambition.

This reality is discreetly reshaping India’s foreign policy. Energy diplomacy is no longer about securing enough oil, gas or electricity to keep the economy moving. The contest now extends into nuclear technology, critical minerals, resilient grids, batteries, renewable technologies, data centres and the supply chains that connect them.


What looks like an energy partnership on paper resembles an alliance around the infrastructure of tomorrow. The G20 Energy Abundance Ministerial Meeting in Houston from September 14 to 16 captured this transformation. For India, the gathering offered more than another conversation about the energy transition. It provided a platform to articulate a position that is becoming central to New Delhi’s diplomacy: cleaner energy cannot come at the expense of affordability or reliability.


Led by Union Power and Housing & Urban Affairs Minister Manohar Lal, India highlighted an installed electricity generation capacity of 552 GW, with more than half coming from non-fossil sources, while reiterating its commitment to Net Zero by 2070. Yet the larger story sits beneath these numbers. India is gradually moving from the traditional role of an energy-importing economy towards something more ambitious, using energy partnerships to build technological capacity, attract investment and strengthen its room for manoeuvre.


The Power Plant Is No Longer the Whole Story


India’s energy challenge begins with a simple development imperative. A rapidly expanding economy cannot afford unreliable or prohibitively expensive electricity.


That challenge will become sharper as manufacturing expands and urban infrastructure grows more electricity-intensive. The arrival of artificial intelligence, high-performance computing and large data centres adds another layer. These industries do not merely require more electricity. They require dependable electricity, making the quality of the grid almost as important as the quantity of generation.


This explains the significance of Manohar Lal’s meeting with US Energy Secretary Chris Wright in Houston. Their discussions included India’s power infrastructure requirements for AI, high-performance computing and data centres, as well as the country’s nuclear expansion roadmap. The two sides also reaffirmed cooperation under the US-India Energy Security Partnership, covering clean energy, resilient infrastructure and emerging technologies.


Energy cooperation reaches into technology, infrastructure, investment and competitiveness. A country may purchase fuel from abroad, but a resilient energy system has to be constructed over decades. It needs transmission networks, storage capacity, generation technologies, financing and industrial capabilities.


This is where energy diplomacy becomes economic diplomacy. For India, the question is slowly changing from where the next unit of energy will come from to who can help build the systems that make that energy secure.


Nuclear Power Returns to the Conversation


India’s growing interest in nuclear energy reflects the same calculation. The energy transition cannot simply mean adding more solar panels and wind turbines. Renewable energy will remain central to India’s expansion of non-fossil capacity, but a vast and fairly digital economy also requires dependable generation, storage, transmission and balancing capacity.


Nuclear power therefore occupies an important place in India’s energy-security calculations. Its value extends beyond electricity generation. Nuclear cooperation can bring technology, investment and industrial capabilities into a country’s wider energy ecosystem.


Partnerships with technologically advanced economies can strengthen India’s options while allowing New Delhi to maintain a diversified energy mix rather than becoming excessively dependent on one technology.


The India-US conversation in Houston shows how these interests are beginning to converge. Nuclear power now sits alongside advanced technologies, resilient infrastructure and digital-era electricity demand within the broader energy relationship. This is a significant shift in diplomatic vocabulary.


Energy diplomacy is becoming infrastructure diplomacy. The question is no longer simply who supplies the energy. It is who helps build the infrastructure that generates, transmits, stores and consumes it.


When Energy Meets the AI Economy


The connection between electricity and technology will become harder to ignore. Artificial intelligence systems and large data centres require substantial amounts of reliable power. Countries seeking to attract AI infrastructure will therefore need more than digital talent and investment incentives. They will need generation capacity, stable grids and competitive electricity.


For India, this creates an opportunity to connect its expanding energy requirements with American expertise, technology and investment across emerging sectors. For Washington, India represents a major market at a time when energy technologies and digital infrastructure are becoming intertwined.


The relationship consequently acquires a new economic dimension. Energy security can support technological competitiveness, while technological growth can increase the value of reliable energy infrastructure. value of reliable energy infrastructure.


This also changes the meaning of investment diplomacy. A data centre cannot operate on diplomatic declarations. A semiconductor facility cannot run on policy ambition alone. Industrial growth eventually comes down to whether electricity arrives when it is needed, at a cost businesses can sustain. This makes energy infrastructure part of India’s competitiveness story.


Diversification Is the Real Strategy

India’s engagement with Canada in Houston offered another window into this approach. Manohar Lal discussed energy efficiency, low-emission technologies and offshore exploration with Canadian Parliamentary Secretary Corey Hogan. India also encouraged Canadian companies to participate in its expanding exploration and production sector.


The importance of such engagement lies less in any single project than in the logic behind it. India needs an energy ecosystem too diversified to be held hostage by any single disruption, maintaining relationships across conventional resources, renewable technologies, nuclear energy, minerals and emerging technologies. Different partners can contribute to different parts of the same national objective.


The United States can bring opportunities around advanced technologies, nuclear power and the electricity demands of the digital economy. Canada can add possibilities in resources, exploration, efficiency and low-emission technologies. Other partnerships can fill different gaps. There is an old Indian instinct at work here: never place all your bets on one road, one supplier or one source of power.


Diversification is therefore more than a procurement strategy; it is a geopolitical imperative. Europe’s energy crisis in 2022 showed how quickly a geopolitical dispute can become an everyday economic shock. Gas prices surged, governments scrambled to secure alternative supplies, and energy-intensive industries faced severe cost pressures. The episode exposed a fundamental vulnerability: dependence often remains invisible until a disruption turns it into a liability.


India has little reason to assume that its future vulnerabilities will look exactly like Europe’s. But the principle is universal. Energy dependence can become strategic vulnerability with remarkable speed.


The New Battle Is Over the Value Chain


Perhaps the most consequential transformation lies in critical minerals.

The clean-energy transition depends on minerals required for batteries, electricity infrastructure, renewable technologies and advanced industries. The issue is therefore moving beyond access to resources towards control over processing, refining, recycling and value addition.


The old energy question was simple: Who supplies the fuel? The new question is harder: Who controls the value chain?


A country can reduce its dependence on imported fossil fuels and still remain vulnerable if it becomes heavily dependent on imported minerals, processing capacity or clean-energy technologies. Replacing one concentrated dependency with another would hardly constitute genuine energy security.


India’s emphasis on domestic capabilities, recycling and diversified international partnerships therefore carries significance beyond the energy sector. Mineral security is becoming part of industrial security, while industrial security is becoming part of national resilience.

This is where energy diplomacy overlaps with industrial diplomacy.


The geography of energy power is changing. Oil fields and shipping lanes still matter, but so do mineral deposits, refining facilities, technology platforms, manufacturing ecosystems and the infrastructure required to move electricity across a rather complex economy. The map of energy security is being redrawn without the world necessarily noticing.


From Agreements to Actual Infrastructure


There is another part of India’s energy diplomacy that receives less attention but could determine whether international partnerships actually deliver.


At Houston, India highlighted the National Single Window System, PARIVESH and PM Gati Shakti as mechanisms designed to improve regulatory predictability and streamline infrastructure approvals. The G20 discussions also examined capacity building, information exchange and digital and AI-enabled approaches to regulatory processes.


Energy projects involve large investments and long time horizons. International companies may have capital and technology, but they also need confidence that projects can move through regulatory processes within predictable timelines. A diplomatic agreement is only the beginning. The real test comes when an agreement has to become a power plant, a transmission line, a mine, a refinery or a technology partnership.


Regulatory efficiency therefore becomes part of investment diplomacy.

India’s ability to convert international interest into functioning infrastructure will influence the credibility of its wider energy strategy. The country must demonstrate not only that it needs investment, but that it can turn investment into productive capacity. This is where diplomacy meets delivery.


The Energy Transition Must Still Reach the Kitchen


India’s energy diplomacy carries a developmental responsibility. For developing economies, the energy transition is not only about emissions and renewables; affordability and access matter just as much. India’s LPG expansion offers a reminder: a cleaner transition means little if households cannot afford it. The kitchen is therefore as much a part of energy security as the power plant.


This gives India a distinctive voice within the G20. New Delhi can support renewable expansion while retaining nuclear power, promoting advanced infrastructure alongside affordable access. Initiatives such as the International Solar Alliance and Global Biofuels Alliance reflect an approach built around practical cooperation rather than a single transition model. The message is: the transition must be cleaner, but it must also remain workable.


From Securing Commodities to Securing Capabilities

Energy diplomacy has transcended oil and gas. It now encompasses renewables, nuclear power, batteries, critical minerals, digital infrastructure, grids, technology and investment.


India’s challenge is to expand non-fossil capacity without sacrificing reliability, attract capital without creating new dependencies, and secure global supply chains while strengthening domestic capability. This is where the G20 matters. India’s engagement with the United States connected energy with AI, data centres and nuclear power, while discussions with Canada focused on resources and low-emission technologies. The wider G20 agenda addressed critical minerals, resilient supply chains and energy access.


India’s energy diplomacy is moving from securing commodities to securing capabilities. A commodity can be purchased. A resilient energy system has to be built. That requires infrastructure, technology, diversified supply chains and dependable partnerships.


The real test begins after the meetings and bulletins. If diplomacy produces stronger supply chains, better infrastructure, technological capability and affordable energy at home, it has created value.
