Wang Yi’s India Visit: 24th India-China Boundary Talks, SCO Summit Agenda, and Bilateral Cooperation

New Delhi, August 19, 2025 - At the invitation of National Security Adviser Ajit Doval, Wang Yi, Member of the Political Bureau of the Communist Party of China (CPC) Central Committee and Foreign Minister of China, paid an official visit to India on 18–19 August 2025.
During his visit, Wang Yi co-chaired the 24th Special Representatives’ Dialogue on the India-China Boundary Question, held bilateral talks with External Affairs Minister Dr. S. Jaishankar, and called on Prime Minister Modi. The discussions reflected the importance of maintaining peace and stability in India-China relations and advancing cooperation across multiple domains.

24th India-China Boundary Talks: Key Outcomes
At the India-China boundary talks, both sides reiterated their commitment to a fair, reasonable, and mutually acceptable settlement. They emphasized the importance of maintaining peace and tranquillity in border areas to promote overall development in bilateral ties.
The two sides agreed on several steps:
Establishing an Expert Group under the WMCC to explore early progress on boundary delimitation.
Forming a Working Group on Border Management for effective mechanisms.
Expanding General-Level Mechanisms to Eastern and Middle Sectors.
Using diplomatic and military channels to continue de-escalation discussions.
Holding the next round of Special Representatives’ talks in China.
Bilateral Talks: Expanding Cooperation
In his meeting with EAM Dr. S. Jaishankar, Wang Yi held wide-ranging discussions on India-China relations, regional security, trade, people-to-people exchanges, and multilateral cooperation.

Major outcomes included:
Agreement to resume official bilateral dialogue mechanisms and manage differences constructively.
Commitment to support each other’s upcoming BRICS Summits (India in 2026, China in 2027).
India’s full support for China’s SCO Presidency, with Prime Minister Modi confirming participation in the SCO Summit 2025 in Tianjin.
Resumption of direct flights between India and China, updated Air Services Agreement, and facilitation of visas.
Expansion of the Kailash Mansarovar Yatra starting 2026.
Enhanced cooperation on trans-border rivers and renewal of MoUs on hydrological data sharing.
Re-opening of border trade through Lipulekh Pass, Shipki La, and Nathu La.
Steps to facilitate trade and investment flows and deepen economic engagement.
Joint efforts to uphold multilateralism and WTO-led trade systems while promoting a multipolar global order.
Meeting with Prime Minister Narendra Modi
Wang Yi conveyed President Xi Jinping’s invitation to Prime Minister Modi for the SCO Summit in Tianjin.
Prime Minister Modi:
Reiterated India’s position on the India-China boundary issue, emphasizing a mutually acceptable resolution.
Highlighted the importance of maintaining peace and tranquillity on the border.
Welcomed the steady progress in India-China cooperation since his meeting with President Xi in Kazan.
Expressed support for China’s SCO Summit Presidency and looked forward to meeting President Xi in Tianjin.
Stated that stable, predictable, and constructive India-China ties are vital for regional and global peace.
Shared Concerns
India strongly raised the issue of terrorism, including cross-border terrorism, recalling the SCO’s founding objective of counter-terrorism. Wang Yi agreed that terrorism must remain a priority.
EAM Jaishankar conveyed India’s concerns on China’s mega-dam project on the Yarlung Tsangpo (Brahmaputra), stressing the need for transparency for lower riparian states.
On Taiwan, India reiterated that its policy remains unchanged focusing on economic, technological, and cultural engagement while noting that China itself maintains similar ties with Taiwan.
Looking Ahead: India-China Relations and SCO Summit 2025
The visit by Wang Yi reaffirmed the significance of continuous dialogue, boundary management, trade facilitation, cultural exchanges, and multilateral cooperation in India-China relations.
With preparations underway for Prime Minister Modi’s visit to Tianjin for the SCO Summit 2025, both sides emphasized that a constructive and forward-looking partnership will be crucial for shaping regional stability and global governance.
